Steve is literally the only character shown actually reading the document. I can assume Tony and the others probably did “off-screen”, because that would be in character for them, but we only actually see Steve do it. I mean, this is just ignoring what we are actually shown on screen entirely to make a snarky remark about Steve.
Would like to add to @sabrecmc‘s on-point note above is that the serum gave Steve an eidetic memory so anything he so much as glances at he can remember with a 100% accuracy, this is canon in both the comics and the MCU. We saw it in CA:TFA when Steve barely glanced at a map and was able to remember each location of a Hydra base with spot-on accuracy.
Steve is the peak of human perfection. That’s more than just a stronger body and an enhanced healing factor. His brain evolved, too, both in memory and in rapid fire decision making capabilities.
Steve reads the accords. Steve is even willing to consider the accords. Steve tries to raise discussion points about the potential failings of the accords and is shut down and threatened into signing ‘or else.’ He’s still willing to consider things and hear Tony out, even with Bucky in custody, until the ethical failings of the accords already in progress come to light, in which case he’s put into a position of choosing what he believes to be the Right Thing, or keeping the Avengers together. That’s not a choice Steve makes lightly. And it’s not a choice he makes purely for himself; people like to point at Bucky as Steve’s primary motivation in all this, but if you take Bucky out of the equation and keep everything else the same – the threat of Zemo unleashing the super soldiers, Wanda being locked up, the existence of the RAFT – can we really think Steve would make a different choice?
Steve is also the one to break out the half of him his team who have been inhumanely imprisoned in the RAFT with no due process, legal recourse (remember how Everett Ross straight up laughs at the idea of Bucky getting a trial? The folks running the enforcement of the accords have no interest in giving any of these characters their day in court), or acknowledgement of their human rights (something Team Iron Man, despite Tony knowing about the RAFT, doesn’t appear to be doing anything about). And even after Tony straight up tries to murder Steve’s best friend, Steve reaches out to Tony to give him a means to reach him and let him know he’ll be there if Tony needs him. So I’m curious as to how exactly this is perceived as abandonment??
You know, this is why content creators end up abandoning their works, right?

If you like the thing, reblog it. You don’t even have to add tags, just spread it so that a) other people can see it, and b) the creator gets recognition for what they did.
Obviously, those numbers are never going to match, but the divide should not be that huge.
It’s even more important right now, because tumblr is garbage and they’ve stopped allowing anything with an outside link from appearing in tags. Writers/artists cannot tag things to their twitter/store/writing website. That can cause a significant drop in views, especially for newer creators.
Like… we aren’t asking for much. A few reblogs. Reviews/comments. No creator should have to beg for that much.
